Focusing on the Construction of a New Power System to Promote Clean Energy Development in Jilin
On the evening of August 20th, 38 buses neatly parked at the Weishan Road Green Energy Charging and Swapping Station in Changchun City, Jilin Province. Under the guidance of the station staff, bus driver Xu Xin made a reservation to charge the vehicles during the off-peak electricity period at 22:00 that day. "With the reservation function, I can just drive out to work in the morning, saving time and reducing costs. It's so convenient," Xu Xin said.
The Weishan Road Green Energy Charging and Swapping Station is constructed and operated by State Grid Jilin Province Electric Power Co., Ltd., with a daily capacity to serve 300 times for new energy vehicles. "State Grid Jilin Electric Vehicle Service Co., Ltd. has obtained the qualification for electricity sales and will serve as a load aggregator in the future, organizing new energy vehicle charging stations in the province to participate in clean energy transactions, promoting the integration of clean energy," said Yi Rongqing, Marketing Manager of State Grid Jilin Electric Vehicle Service Co., Ltd.
One year ago, State Grid Corporation of China, the Jilin Provincial Government, and FAW Group jointly signed a cooperation framework agreement to create a new business model of "green energy charging and swapping" and promote the development of the new energy vehicle industry. In order to further promote the development of the new energy vehicle industry in Jilin Province, in March of this year, Jilin Province, Changchun City, FAW Group, and State Grid Jilin Electric Power jointly launched the "QiE Chun City" project in Changchun City, aiming to put 34,000 new energy taxis, online car-hailing cars, and official vehicles on the road within 3 years, basically realizing the electrification of taxis, online car-hailing cars, and official vehicles. Twenty charging and swapping stations constructed by State Grid Jilin Electric Power are about to be put into operation to meet the charging and swapping needs of 15,000 new energy vehicles to be produced by FAW Group in the future.
During the "14th Five-Year Plan" period, Jilin Province is focusing on building the "Three Gorges of Land-Based Scenery," accelerating the transformation and upgrading of industries, optimizing the energy structure, and building a national-level clean energy production base to promote comprehensive revitalization in Jilin.
On the new journey, State Grid Jilin Electric Power is accelerating the construction of a new type of power system with new energy as the main body, promoting the concentrated development of wind and solar resources in western Jilin Province, helping to build the "Three Gorges of Land-Based Scenery," and forming a green energy production zone. Efficient development of biomass energy in central areas and dispersed wind and solar resources to form a low-carbon consumption core area.
In order to promote the efficient utilization of new energy in Jilin Province, State Grid Jilin Electric Power is accelerating the implementation of source-grid-load-storage technology research, promoting the flexibility transformation of thermal power units, and enhancing the adjustment capability of the power grid. In 2020, the utilization rate of new energy in Jilin Power Grid reached 97.9%, with wind and photovoltaic power generation hours increasing by 976 hours and 331 hours respectively compared to 2016.
Carrying out comprehensive energy services helps reduce fossil energy consumption and carbon emissions, which is closely related to the construction of a new type of power system. The comprehensive energy services of State Grid Jilin Electric Power are evolving towards cleanliness, electrification, digitization, platformization, marketization, and integration. This year, the company will complete the operation of the provincial-level smart energy service platform, regularly sending energy efficiency bills and comprehensive energy efficiency diagnosis reports to customers, guiding them to actively save energy. The company also carries out projects such as clean heating in schools, comprehensive energy efficiency in enterprises, intelligent energy use in hospitals, and cold chain logistics in rural areas, providing precise energy-saving services to key industries.
In October 2020, the comprehensive energy service company of State Grid Jilin and Northeast Electric Power University cooperated on the operation of the first phase of the "Comprehensive Energy + Smart Campus" project, incubating a combination of clean heating technology under ultra-low temperature conditions, "air source heat pump + direct heating electric boiler". During the heating season of 2020-2021, the university reduced the consumption of standard coal by 190 tons and reduced carbon dioxide emissions by 418 tons through this technology. "The pilot clean heating technology is pollution-free, easy to control, and flexible to adjust," said Tang Yi, Director of Logistics Management Department of Northeast Electric Power University.
Currently, the second phase of the "Comprehensive Energy + Smart Campus" project of Northeast Electric Power University is about to start construction. Based on clean heating, this project adds two businesses: rooftop photovoltaics and energy cost hosting, optimizing the campus energy structure and increasing the area of clean heating by 4200 square meters. After the second phase of the project is put into operation, the annual carbon dioxide emissions reduction of the university can be increased to 528 tons.
